Beitbridge is the busiest inland port of entry in Southern Africa. It is the critical chokepoint where your imported vehicle transitions from international transit to Zimbabwean property. The customs clearance process here is strictly regulated by the Zimbabwe Revenue Authority (ZIMRA). Understanding the exact steps prevents costly delays and storage fees.
The Role of the Clearing Agent
By law, an individual cannot personally clear a vehicle through ZIMRA. You must appoint a licensed clearing agent. The agent acts as your legal representative and has direct access to ASYCUDA, the digital customs management system used by ZIMRA to process entries, calculate duties, and track payments.
The Required Documentation
Before your agent can submit an entry, they must compile a specific dossier of original documents. If even one document is missing or contains a typo, the entry will be rejected. The mandatory documents are:
- Original Bill of Lading (B/L): The legal title of ownership. Without the original B/L or an official Telex Release from the shipping line, clearance cannot begin.
- Commercial Invoice: Issued by the seller, detailing the exact Cost, Insurance, and Freight (CIF) breakdown.
- Insurance Certificate: Proof of marine insurance covering the vehicle during transit.
- Export Certificate: The official de-registration document from the country of origin (e.g., Japanese Export Certificate or UK V5C).
- Copy of Buyer's ID/Passport: To verify the identity of the importer.
Step 1: Submission of Form 47
Once the documents are verified, the clearing agent completes ZIMRA Form 47 (the Customs Declaration Form). This form captures the vehicle's chassis number, engine number, make, model, year of manufacture, and the declared CIF value. The agent submits this entry electronically via ASYCUDA.
Step 2: ZIMRA Assessment and Valuation
ZIMRA officers review the Form 47 submission. They cross-reference your declared CIF value against their internal valuation database.
If your declared value matches their benchmark, they accept it. If ZIMRA believes the declared value is artificially low, they will reject your invoice and apply their own statutory valuation to determine the Value for Duty Purposes (VDP). The agent will then be issued a Payment Advice detailing the exact Customs Duty, Surtax, and VAT payable.
Step 3: Payment of Duties
The importer must pay the assessed duties directly to ZIMRA. Payments are typically made via electronic funds transfer (RTGS or USD) into the designated ZIMRA bank account. The clearing agent uploads the proof of payment into ASYCUDA.
Step 4: Physical Inspection and Release
Once payment is confirmed, ZIMRA schedules a physical verification of the vehicle at the border holding yard. An officer will inspect the car to ensure the chassis number, engine number, and overall condition match the Form 47 declaration.
If the inspection is successful, ZIMRA issues a Release Order. The vehicle is legally cleared, and the clearing agent can now arrange for the car to be driven or towed across the border into Zimbabwe.
