Understanding Import Duty on Vehicles in Zimbabwe

When people ask, "How much is the import duty on a car in Zimbabwe?", they are usually expecting a single percentage. The reality is that "import duty" is actually a combination of three separate taxes levied by the Zimbabwe Revenue Authority (ZIMRA). Understanding how these three components stack on top of each other is the key to accurately budgeting for your vehicle import.

The Three Pillars of Vehicle Import Tax

To calculate your final tax bill, you must account for Customs Duty, Surtax, and Value Added Tax (VAT). Each is calculated differently, and they build upon one another.

1. Customs Duty

Customs Duty is the primary import tax. It is calculated as a percentage of your vehicle's CIF (Cost, Insurance, and Freight) value. The rate depends entirely on the type of vehicle and its engine capacity:

  • Sedans / Saloons (≤ 1500cc): 25% Customs Duty.
  • Sedans / Saloons (> 1500cc): 40% Customs Duty.
  • SUVs / Station Wagons / 4x4s: 60% Customs Duty (regardless of engine size).
  • Pick-ups / Commercial Vehicles: Typically 25% Customs Duty (subject to payload specifications).

2. Surtax (The Age Penalty)

Surtax is an additional tax applied specifically to passenger vehicles to discourage the importation of older cars. It is also calculated as a percentage of the CIF value, based on the vehicle's age at the time of import:

  • 0 to 5 years old: 0% Surtax. (Brand new or nearly new cars are exempt).
  • 5 to 10 years old: 25% Surtax.
  • Over 10 years old: 30% Surtax (Note: Vehicles over 10 years old are generally prohibited from importation as standard passenger vehicles).

3. Value Added Tax (VAT)

VAT is charged at a flat rate of 15%. However, it is not calculated on the CIF value alone. VAT is calculated on the Value for Tax Purposes (VTP), which is the sum of your CIF value + Customs Duty + Surtax.

The Cascading Effect

Because VAT is charged on the total of the CIF value plus the other duties, you are effectively paying tax on your tax. This is known as a cascading tax structure. It is the reason why the total duty paid often feels higher than the sum of the individual percentages.

Quick Example: If you import a 2018 Sedan (1500cc) with a CIF value of $10,000:

  • Customs Duty (25%): $2,500
  • Surtax (0% - under 5 years): $0
  • VTP ($10,000 + $2,500 + $0): $12,500
  • VAT (15% of $12,500): $1,875
  • Total Taxes Payable: $4,375

Exemptions and Rebates

Certain individuals may qualify for duty rebates or suspensions. These include returning residents, diplomats, and physically handicapped persons. Additionally, the Civil Servants Duty Concession allows qualifying government employees to import one vehicle at significantly reduced rates.
