The Complete Vehicle Import Process: Step by Step

Importing a vehicle into Zimbabwe is not a guessing game. It is a strict, legally defined pipeline governed by ZIMRA, the Ministry of Transport, and international maritime law. There are no shortcuts, and every step must be executed in the correct sequence. Here is the exact, factual process from the moment you select a vehicle to the moment you drive it off the lot in Harare.

Step 1: Sourcing and Verification

The process begins at the port of origin, typically Yokohama in Japan, Southampton in the UK, or Durban in South Africa. Once a specific vehicle is identified, the buyer must verify three non-negotiable facts:

  • The Chassis Number (VIN): This 17-digit code must match the auction sheet, the export certificate, and the physical plate on the car.
  • The Year of Manufacture: Verified strictly via the chassis plate to ensure it falls within ZIMRA's 10-year legal import window.
  • The Engine Capacity: Verified in cubic centimeters (cc) to determine the exact Customs Duty bracket (25%, 40%, or 60%).

Step 2: The Proforma Invoice and Payment

Once the vehicle is verified, the supplier issues a Proforma Invoice (PI). This document details the exact Cost, Insurance, and Freight (CIF) breakdown.

The buyer pays a 50% deposit to secure the vehicle and initiate the export paperwork. The remaining 50% balance is paid before the vehicle is loaded onto the vessel. Upon final payment, the supplier issues the Commercial Invoice and the Export Certificate (e.g., the Japanese Export Certificate or UK V5C).

Step 3: Shipping and the Bill of Lading

The vehicle is loaded onto a Roll-on/Roll-off (RoRo) vessel or placed inside a shipping container. The shipping line issues the Bill of Lading (B/L).

This is the most critical document in the entire import process. The Bill of Lading is the legal title of ownership. Without the original Bill of Lading (or a Telex Release), ZIMRA will not clear the vehicle, and the buyer cannot take possession. Shipping from Japan to Dar es Salaam (Tanzania) takes exactly 6 to 8 weeks. Shipping from Durban (South Africa) to Beitbridge takes 2 to 3 weeks.

Step 4: Transit and Customs Clearance

Vehicles entering Zimbabwe from Japan or the UK arrive at the port of Dar es Salaam or Walvis Bay (Namibia). They are then transported overland to the border post of Beitbridge or Forbes.

Before the vehicle crosses the border, a licensed clearing agent submits ZIMRA Form 47 (Customs Declaration Form) along with the Bill of Lading, Commercial Invoice, Insurance Certificate, and Export Certificate. ZIMRA assesses the Value for Duty Purposes (VDP), calculates the exact Customs Duty, Surtax, and VAT, and issues a payment advice. The buyer pays these taxes directly to ZIMRA via the designated banking channels. Once payment is confirmed, ZIMRA releases the vehicle for border crossing.

Step 5: Border Crossing and ZINARA Registration

The vehicle physically crosses the border at Beitbridge. Upon entering Zimbabwe, it must be processed by ZINARA (Zimbabwe National Road Administration).

ZINARA charges the Carbon Tax, Road Service Levy, and Registration fees. The vehicle is physically inspected, assigned a Zimbabwean chassis number (if not already present), and issued number plates. The buyer receives the Vehicle Registration Book (the "blue book") and the vehicle license disc.
