When importing a vehicle into Zimbabwe, the age of the car is arguably the most critical factor you must consider. The Zimbabwe Revenue Authority (ZIMRA) enforces strict age limits and applies heavy financial penalties to older vehicles. Understanding these rules before you buy is the difference between a smooth import and a costly mistake.
The 10-Year Maximum Age Limit
Under current ZIMRA regulations, the importation of used passenger motor vehicles that are more than 10 years old from the date of manufacture is strictly prohibited. If your vehicle's manufacturing year exceeds this 10-year threshold at the time of entry, it will be rejected at the border or subjected to severe punitive taxes.
How Vehicle Age Affects Your Surtax
Even if your vehicle falls within the legal 10-year window, its age directly dictates the Surtax you will pay. Surtax is an additional duty levied specifically on passenger vehicles to discourage the importation of older stock. The brackets are as follows:
- 0 to 5 Years Old: 0% Surtax. Vehicles manufactured within the last 5 years are exempt from surtax, making them the most cost-effective to import.
- 5 to 10 Years Old: 25% Surtax. If your vehicle is between 5 and 10 years old, you will pay an additional 25% tax on the Value for Duty Purposes (VDP).
- Over 10 Years Old: Prohibited. Standard passenger vehicles over 10 years old are generally not allowed for import.
How ZIMRA Calculates Vehicle Age
A common misconception is that vehicle age is calculated from the date of first registration. This is incorrect. ZIMRA calculates age strictly based on the Year of Manufacture as indicated on the vehicle's chassis plate and export certificate.
For example, if a car was manufactured in December 2015 but first registered in January 2016, ZIMRA will treat it as a 2015 model. Always verify the chassis plate before committing to a purchase.
